Between 2025 and 2027, we are undertaking a comprehensive evaluation of the development and implementation of a community masterplan in a town in England. This initiative is being delivered by a voluntary and community sector organisation which is conducting an in-depth analysis across 5–10 neighbourhoods to gain a better understanding of the relationship between residents and place. A key objective of the process is to identify and empower emerging community leaders by equipping them with the skills, knowledge, and confidence required to address local needs effectively.
Our formative evaluation is reviewing the systems and processes established for the masterplan, assessing its impact on both communities and stakeholders, and determining whether the masterplan is being delivered in a cost-effective manner.
The insights and findings generated through the community masterplan will lead to the creation of a town improvement blueprint, which will serve as a strategic resource for the Towns Fund Board and other relevant bodies.
